Law 27.07.1978, n. 392. 9 - Transaction costs - says:
"I'm paid by the tenant, unless otherwise agreed, the costs of the cleaning, operation and routine maintenance of the lift, the provision of ' water, electricity, heating and air conditioning, blacks to clean wells and latrines and the provision of other common services.
The costs for the concierge service are borne by the tenant to the extent of 90 percent, unless the parties have agreed to a lesser extent.
Payment must be made within two months of application. Before you pay the conductor has the right to be informed of specific charges in the preceding paragraphs with reference to the principles of distribution. The tenant has the right to inspect the documents of expenditure.

In general, summarizing, we can say that:
- cosume expenses as electricity, water, gas, etc.., are the responsibility of ' tenant;
- the cost of new facilities (such as installing a satellite dish or a video intercom) shall be borne by the owner;
- the cost of routine maintenance (such as a faucet lose) are the tenant;
- the cost of extraordinary maintenance shall be borne by the owner.
It is not always easy to understand precisely who is in charge of spending, as there is no specific rule to that effect.
